The United States Army Corps of Engineers (ACOE) responds to more than 30 Presidential disaster declarations, plus numerous state and local emergencies each year. The Corps supports the Federal Emergency Management Agency (FEMA) in carrying out the Federal Response Plan, which calls on 26 Federal Departments and Agencies to provide coordinated disaster relief and recovery operations.
Under this plan, the ACOE has the lead responsibility for public works and engineering missions. After the 9/11 attacks, the ACOE developed a National Defense Plan that includes a section responding to catastrophic events including Weapons of Mass Destruction attacks.
